This is a suit fcy the United States to enjoin the defendants (appellants here) from asserting or exercising any right trader certain leases obtained from individual Osage Indians without the approval of the .Secretary-of the Interior, and from negotiating or obtaining other leases of the same class without conforming to statutory provisions and administrative regulations alleged to be applicable.
