This bill was filed to collect an account of $987.47, finally reduced to $598.02, against the defendants Donivan, Doughty & Taylor, the firm of contractors named in the caption. Campbell county and its commissioners and chief engineer were made parties in order to attach and impound certain alleged funds of the defendant contractors retained in their hands as one of the means of securing the performance of a certain pike contract let by the commissioners of said county under a written contract to the said defendant contractors, and to enjoin the county from paying over said fund to the said…
