* Writ of error dismissed for want of jurisdiction November 21, 1923. This suit against the city of Dallas and certain of its executive and administrative officers was filed by appellee to obtain an injunction preventing illegal interference by appellant with the construction of a business building on a lot owned by appellee in Dallas, and mandatorily requiring one of the appellants, the building inspector of Dallas, to issue a building permit to appellee for the erection of the proposed structure.
