{¶ 1} The Athens County Commissioners ("County") appeal a judgment denying their application to vacate an arbitration award and simultaneously granting the Ohio Patrolmen's Benevolent Association's ("Union") application to confirm it. The County contends the trial court should have vacated the award because the arbitrator exceeded his authority by reinstating an employee to his position as a 911 dispatcher after the arbitrator concluded the County had just cause to terminate him for reporting to work intoxicated and sexually harassing a co-worker.
