Under the National Childhood Vaccine Injury Act of 1986, codified as amended 42 U.S.C. §§ 300aa-l to 300aa-33 (West Supp. 1990) (hereinafter “Act”), this matter comes before the court on petitioner’s motion for review of Special Master Elizabeth E. Wright’s August 1, 1990 Report and Recommendation. Special Master Wright determined that petitioner, J. Marie Loe, as the legal representative of her son, Nathan Loe, was entitled to compensation under the amended National Vaccine Injury Compensation Program (the Program).
