On May 18, 1975, while a pedestrian, the plaintiff was struck and injured by an unidentified hit-and-run driver in a 1967 Ford automobile. No one in the plaintiff’s household owned a car. Consequently, no one in his household had purchased a no-fault insurance policy. The absence of insurance is only marginally relevant (see fn 4, infra). The plaintiff’s major problem is his inability to find anyone to sue for pain and suffering damages. He is now attempting to recover those damages from the Motor Vehicle Accident Claims Fund (the Fund) established by MCLA 257.1101 et seq.; MSA 9.2801 et seq.…
