Plaintiff, Eugene Kostelnak, brought this action to review the decision of the Retirement Board of the Tolicemen’s Annuity and Benefit Fund of the City of Chicago (the Board) denying him the supplemental annuity established in section 5 — 167.2 of the Illinois Pension Code. (Ill. Rev. Stat. 1975, ch. 108/2, par. 5 — 167.2.) The circuit court of Cook County affirmed the administrative decision, and this appeal was taken.
