Presently before the Court are two motions — the first has been made by the plaintiff Mobil Oil Corporation (Mobil) to enjoin the issuance by the defendants Department of Energy and Secretary James B. Edwards (hereinafter collectively referred to as DOE) of the “January entitlements notice.” See 10 C.F.R. § 211.67(i) (1980). The second motion has been made by the defendants to dismiss plaintiff’s complaint.
