The plaintiff, the Village of Vernon Hills (Vernon Hills), filed a quo warranto action against the defendant, the Village of Lincoln-shire (Lincolnshire), challenging Lincolnshire’s annexation of certain unincorporated territory known as the Half Day territory. Following a bench trial, the circuit court of Lake County declared Lincoln-shire’s annexation to be invalid. Lincolnshire appeals.
