I. Preliminary Statement

This action is brought under Title VII of the Civil Rights Act of 1964, as amended, 42 U.S.C. § 2000e et seq.1 ■ The plaintiffs are *641Coleman McCall and Daniel Seymore, employees of the United States Treasury Department at the United States Mint in Philadelphia. The defendants are Mary T. Brooks, Mint Director, Nicholas G. Theodore, Mint Superintendent, and the Secretary of the Treasury.
