Plaintiff the State of Nevada ("Nevada") challenges the federal government's1 plan *1149to ship one metric ton of defense plutonium from the Savannah River Site ("SRS") in South Carolina to the Nevada National Security Site ("NNSS"). This plan is part of the Government's larger proposed action articulated in a supplemental analysis.
