I am writing in response to your request for my opinion on the significance of the Arkansas Supreme Court's ruling in Lake View SchoolDistrict No. 25 v. Huckabee, 340 Ark. 481, 10 S.W.3d 892 (2000), specifically with respect to the issue of the state's waiving sovereign immunity by engaging in settlement negotiations.
