MEMORANDUM OPINION AND FINAL ORDER

REBECCA BEACH SMITH, District Judge.

Plaintiff, a Virginia inmate, brings this pro se action pursuant to 42 U.S.C. § 1983, to redress alleged violations of his constitutional rights by state officials. Specifically, plaintiff alleges that his Eighth Amendment right against cruel and unusual punishment was violated by defendant Broughman-Critzer, a prison guard who allegedly placed shackles that were too tight around plaintiffs ankles; and by defendants Ibarra, Ozinal, Smith,' Cohther, McCann, Casebolt, Schilling, Haque, and Dodson, prison medical staff…
