Plaintiff, Kevin’s Towing, Inc., filed a complaint against defendants, Bette Thomas and the City of North Chicago, alleging that defendants interfered with a towing contract between plaintiff and Edward Hines Lumber Company (Hines). The trial court granted summary judgment in defendants’ favor on the basis that defendants were entitled to discretionary immunity under section 2 — 201 of the Local Governmental and Governmental Employees Tort Immunity Act (Tort Immunity Act or Act) (745 ILCS 10/2 — 201 (West 2000)).
