*842This action to recover damages for personal injuries and civil rights violations arises from an incident involving the plaintiff, an epileptic, who refused transport to the hospital after having suffered four grand mal seizures, two of which were witnessed by a paramedic and an emergency medical technician (hereinafter the EMT).
