THIS CAUSE came before the Court upon plaintiffs’ Motion for Summary Judgment [DE 139], filed April 8,1997, and defendants’ Motion for Summary Judgment [DE 142], filed April 7, 1997. The parties have fully briefed these cross-motions for summary judgment, and have argued their cases in a hearing held May 13,1997. The Court must now decide whether a trial should be held to determine whether the City of Belle Glade must annex a housing project known as the Okeechobee Center.
