This is an appeal from an order dismissing the U.S. Department of Health and Human Services (HHS) as a defendant in a suit alleging violations of the Hill-Burton Act, 42 U.S.C. § 291 et seq. Plaintiff-Appellants Patricia Gillis and Citizens for Better Health Care, Inc.
