This appeal presents for decision the validity of Acts 83 and 85 of the 1957 Arkansas G-eneral Assembly. Appellants, Smith et al., were plaintiffs below. They filed suit for declaratory judgment, inter alia, and claimed that both of the said Acts were void. Appellees, Faubus et al., were defendants below, and constitute the membership of the State Sovereignty Commission created by the said Act No. 83.
