The State Board of Workforce Workforce Education and Career Opportunities (referred to herein as Board of Workforce Education) and the Capitol Arts and Grounds Commission appeal from a summary-judgment order in favor of appellee Miles King. In their appeal, they assert that the trial court erroneously found that State Senator Nick Wilson’s service on both the Board of Workforce Education and the Capitol Arts and Grounds Commission constituted “civil offices” in violation of Article 5, Section 10, of the Arkansas Constitution.
