Dear Senator Scott:

This is in response to your request, on behalf of the Mayor of Crossett, for an opinion concerning that city's elected "clerk-treasurer." The question posed is whether it is lawful for the elected clerk-treasurer in a city of the first class to hire herself for any one of three positions under her supervision — "Deputy Treasurer," "Deputy Clerk," or "Water Bill Teller #1."
