I. INTRODUCTION
Plaintiff Daniel J. Haust (“plaintiff’ or “Haust”) brings this action against the United States of America (“defendant” or “the government”) under the Federal Torts Claims Act (“the FTCA”), 28 U.S.C. §§ 1346(b)(1), 2401(b), 2671-2680.
