Claimant James Townsend appeals from an order issued by a magistrate below, affirming the decision of the Secretary of Health and Human Services (hereinafter “the Secretary”) to deny his application for disability insurance benefits under Title II *41of the Social Security Act (hereinafter “the Act”).
