Plaintiffs, eligible voters of Robeson County who reside within the geographi cal jurisdiction of the Robeson County Board of Education, present a constitutional challenge to the way in which members are elected to the six school boards in Robeson County, North Carolina. They assert that the North Carolina statute, c. 770 [1969] N.C. Session Laws, as amended, c. 207 [1973] N.C.
