DEARIE, Chief Judge.

Petitioner seeks a writ of habeas corpus pursuant to 28 U.S.C. § 2254. For the reasons set forth below, the application is denied, and the petition is dismissed.

Background

Around 1:00 a.m. on September 14, 1988, Judith Anne Wrappe, a young Pratt Institute art student who had just arrived in New York City, was senselessly murdered near campus on Hall Street in Brooklyn.
