Plaintiffs, residents of eight Baltimore County school districts, 1 seek in this class action, instituted under 42 U.S.C. §§ 1983 and 1985, punitive and declaratory relief to prevent defendants, Board of Education of Baltimore County, Maryland (“County Board”), State of Maryland Superintendent of Schools David W. Hornbeck, and State of Maryland Board of Education Hearing Examiner Mitchell J.
