Gregory Wentz, the plaintiff below, brings this appeal from the district court’s grant of summary judgment in favor of the Department of Justice. The plaintiff brought this suit under the Privacy Act, 5 U.S.C. § 552a, seeking to compel the defendant to amend a document maintained in the files of the United States Attorney for the District of North Dakota.
