Franklin Brock appeals from a district court 1 order affirming the Secretary of Health and Human Services’ denial of Brock’s application for disability insurance benefits under title II of the Social Security Act, 42 U.S.C. § 423, and for supplement security income (SSI) benefits under title XVI of the Act, 42 U.S.C. § 1381a. For the reasons discussed below, we reverse and remand to the Secretary for further proceedings.
