In this case, Dayton Tavern, Inc. (“the tavern”) appeals from a trial court decision overruling the tavern’s appeal from an administrative order of the Ohio Liquor Control Commission (“OLCC”). The order suspended the tavern’s liquor permit for thirty days based on events that took place on July 24,1997, when four agents of the Ohio Department of Public Safety visited the tavern to investigate a complaint of “improper conduct” (nude dancers and drugs).
