MEMORANDUM OF DECISION

This is a civil action in the nature of a petition for a writ of certiorari. Mass. R. Ciy. P. 81(b). The complaint seeks to have this court review the decision of a Justice of the District Court of Central Berkshire holding that the sanction imposed by a State Police Departmental Trial Court upon the defendant Bradley, a state police trooper, was not “justified” and ordering that such sanction not be imposed.
