The Montgomery County Board of Education (“the Board”); its members Charlotte Meadows, Eleanor Lewis Dawkins, Mary Briers, Melissa B. Snowden, Robert Porterfield, Beverly Ross, and Heather Sellers (hereinafter referred to collectively as “the Board members”); and Elaine L.
