EVERETT, Chief Judge:

A special court-martial with members tried appellant at Clark Air Base, Republic of the Philippines, on a charge preferred under Article 134 of the Uniform Code of Military Justice, 10 U.S.C. § 934. According to the first specification of this charge, on September 19,1981, Colcol stole “certain mail matter” — namely, “a package containing ... [a] stereo receiver addressed to Chester A.
