MEMORANDUM DECISION and ORDER

SPATT, District Judge.

In this action, the petitioner pro se, Manuel Concepcion (“Concepcion” or the “petitioner”) moved the Court for an Order directing that the government return $926,355.00 more or less, and other property and currency that was seized from him at the time of his 1989 arrest in connection with a criminal proceeding. As a result of the criminal prosecution, Concepcion was convicted of racketeering and money laundering and sentenced to life imprisonment. The currency and other property that was seized was subsequently forfeited to the United States…
