In this appeal we are asked to decide whether the accrual date for a cause of action under 42 U.S.C. § 1983 (“section 1983”)1 claiming unconstitutional medical or psychiatric confinement is, like the accrual date for other unconstitutional confinements, the date of initial confinement, or whether medical and psychiatric confinements require application of a different rule.
