This appeal is one of four appeals brought by Citizens Action Coalition, Inc., the City of Terre Haute, and Save The Valley, Inc. (collectively referred to as CAC) to challenge the emergency regulatory treatment of the Public Service Company of Indiana, Inc. (PSI) following its abandonment of the Marble Hill electrical generating station.
