J.B. petitions for review of the Final Order on the Merits issued by the Secretary of the Department of Public Welfare (Secretary) denying his request to expunge an indicated report of child abuse filed by the Blair County Children & Youth Services (CYS) for physically abusing D.T., a person for whose welfare he was responsible.
