Plaintiffs-appellants Fletcher Carr, Donald Taylor, and Gary Herron are African American and former employees of the United States Postal Service.1 They claim that defendants-appellees, in conducting an investigation regarding possible drug activities by its employees, improperly and illegally targeted African American postal employees and excluded white postal employees from the investigation.
