This is a post-award bid protest. Plaintiff, Ultimate Concrete, LLC (“Ultimate”) alleges that the decision of the United States Army Corps of Engineers, Fort Worth District (“Agency” or “Corps”) to enter into a contract with Fortis Networks, Inc.
