On February 20, 1981, the New York City Department of Buildings approved petitioner’s application for a permit to build *321a single-family, two-story house at 43-05 Douglaston Parkway in Queens, an area zoned for single-family detached residences. After petitioner had commenced construction, neighborhood residents brought to the attention of the Buildings Department the fact that petitioner’s structure did not seem to conform to the required zoning regulations.
