OPINION

HANISEE, Judge.

The New Mexico Board of Licensure for Professional Engineers and Professional Surveyors (the Board) appeals the district court’s reversal of the Board’s decision finding that William Turner practiced engineering without a license in violation of the Engineering and Surveying Practice Act (ESPA). The Board argues that the district court erred by (1) determining that the B oard’s interpretation of the ESPA improperly infringed on Turner’s free speech rights; (2) reweighing the evidence in the administrative record and substituting its judgment for that of the Board; and…
