Pursuant to Const 1963, art 3, § 8 we were requested by the Senate to render an opinion on the following question of law:
"Does an employee contribution rate increase of 5% without a corresponding increase in benefits, for Chapter 1 members of the Public School Employees Retirement System, Act No. 136 of the Public Acts of 1945, as amended, being sections 38.270 et seq. of the Compiled Laws of 1948, which increase is provided in section 174 of Act No. 258 of the Public Acts of 1972, being section 388.1274 of the Compiled Laws of 1948, constitute a diminishment of benefits contrary to section…
