BOWEN, Chief Judge.

Plaintiffs claim that Defendants violated their Fourth Amendment rights to be free from unreasonable seizure and use of excessive force. Plaintiffs bring this lawsuit under 42 U.S.C. § 1983. Plaintiffs also assert state-law claims of false arrest, assault, and battery. This Court has jurisdiction of those claims under 28 U.S.C. § 1367(a). The parties have filed cross motions for summary judgment. At a hearing on August 23, 2002, the parties discussed their respective motions. For the reasons discussed below, Plaintiffs’ motion (Doc.
