Petitioner seeks naturalization upon the theory that he is now a subject of Russia, but it is suggested on his behalf, also, that he became a citizen of the United States by virtue of the naturalization clause in the third article of the treaty of 1867 between Russia and the United States, by which the former ceded Alaska to the latter.
