Tilson, Judge:
The suits listed in schedule A, hereto attached and made a part hereof, were filed by the plaintiffs seeking to recover certain sums of money alleged to have been illegally exacted as customs duties on certain imported merchandise. Duty was levied on the merchandise at 90 per centum under paragraph 1529 (a) of the act of 1930, as trimmings, in chief value of spangles. The plaintiffs claim the same to be properly dutiable at 20 per centum ad valorem under paragraph 1503 of said act and the Czechoslovakian Trade Agreement, T. D. 49458, or at 35 or 60 per centum under said…
