This proceeding was instituted on October 6, 1966, pursuant to the provisions of § 15.1-1034, Code of 1950, as amended, 1964 Repl. Vol., by petitioners Edward C. Johnston and one hundred and eighty-one other persons, constituting more than fifty-one per centum of the qualified voters residing in an area of Fairfax County adjacent to the City of Falls Church, seeking its annexation to the City of Falls Church.
