This is a proceeding instituted on August 24, 1954, under Code, § 15-152.4* by Charles A. Mowry, Fielding F. Jeter and J. W. Musick on behalf of themselves and others similarly situated, constituting more than 51 % of the qualified voters in an area of Princess Anne County adjacent to the City of Virginia Beach, known as North Virginia Beach, seeking its annexation to the City of Virginia Beach.
