HENDERSON, Circuit Judge:
The appellees Harris, Rowan and the Jefferson County Republican Executive Committee, representing themselves as well as a class denominated as Republican voters and all citizens “interested in insuring the fair, impartial and honest conduct of the General Election,” filed a complaint pursuant to the provisions of 42 U.S.C. § 1983 in the Northern District of Alabama naming as defendants the three county officials who .comprise the Jefferson County Appointing Board (the Board).
