Plaintiff W. David Shows, who is white, has brought this lawsuit against three defendants: the Town of Hayneville, Alabama; the town’s mayor, Joe Eddie Morgan, an African-American; and one of the town’s police officers, Gerald Tippins, who is also an African-American.
