This post-award bid protest action is before the court on the parties’ cross-motions *720for judgment on the administrative record.2 Plaintiff protests the Bureau of Prisons’ award of three Community Corrections Center contracts to intervenor and seeks a permanent injunction, as well as monetary and other relief. Plaintiff alleges that the Government’s evaluation process violated applicable procurement regulations by failing to consider rebuttal comments to its contractor evaluation forms.
