OPINION
Stanceu, Judge:
Plaintiff American International Chemical, Inc. challenges the reliquidations by the United States Customs Service (“Customs”) 1 of four consumption entries of potassium permanganate from Spain made in 1986. Upon reliquidation of each of the four entries, Customs assessed antidump-ing duties, and interest thereon, at the rate of 5.53 percent ad valorem, the rate found by the United States Department of Commerce (“Commerce”) to apply to those entries in a remand determination affirmed by this Court.
