In this action brought pro se under the Freedom of Information (“FOIA”), 5 U.S.C. § 552, plaintiff challenges the responses of the Departments of Justice, State and Homeland Security to his FOIA requests. Pending before the Court are plaintiffs motion for summary judgment [Dkt. No. 28], the Department of Justice’s (“DOJ”) motion for summary judgment [Dkt.
